HIV Prevention, Treatment, Care and Support Programme
CompletedYHDO implemented comprehensive HIV prevention, treatment, care and harm-reduction services for people facing increased vulnerability to HIV. Target groups included people who inject drugs, people who use drugs, men and women with high-risk behaviours, prisoners, people living with HIV, pregnant women and other vulnerable populations. The programme combined community outreach with fixed service points, Drop-In Centres, Male Health Centres, methadone services, ART services and prison-based interventions.
- Reached 30,625 clients in Herat, Kandahar, Ghazni, Kabul, Nangarhar and Khost through HIV prevention, harm reduction, ART, PMTCT, opioid substitution therapy and related care and support services in the largest precisely reported annual service total.
- Distributed more than 2,032,973 sterile needles and syringes to people who inject drugs through Drop-In Centres, outreach and other harm-reduction services.

The programme established YHDO as an experienced national implementer of integrated HIV prevention, testing, treatment and harm reduction, including work with populations that often face stigma and barriers to accessing mainstream health services.

Tuberculosis Control – TB-RSSH Programme
CompletedYHDO implemented TB prevention, screening, case detection and referral across nine northern provinces, with particular attention to high-risk and underserved populations. The programme linked communities, health facilities, private providers, prisons, TB Patient Associations and laboratory services to increase early detection and access to treatment.
- Detected or notified 35,746 TB cases across documented implementation periods through active case finding, community referral, household-contact investigation, prison screening, private healthcare providers and other case-detection approaches.

Strengthening Health Services for Survivors of Gender-Based Violence
CompletedYHDO supported implementation of Afghanistan’s GBV Treatment Protocol and strengthened healthcare providers’ capacity to deliver confidential, safe and survivor-centred clinical services to survivors of gender-based violence.
- Reached 7000 + healthcare providers directly across 27 provinces through training and capacity development on quality healthcare for survivors of gender-based violence.

Spin Boldak Emergency and Trauma Care Programme
CompletedYHDO established and operated specialized emergency and trauma-care services in Spin Boldak, a strategically important border area serving local communities, conflict-affected populations, returnees, travellers and displaced people. The programme combined surgery, trauma stabilization, rehabilitation, primary healthcare and referral services.

CompletedYHDO established First Aid Trauma Posts and mobile emergency services in conflict-affected and hard-to-reach areas where timely access to regular health facilities was severely constrained.

Emergency Health Response in Badakhshan and Nuristan
CompletedYHDO implemented an emergency health response for drought-affected, displaced and underserved populations in priority districts of Badakhshan and Nuristan. The project combined the establishment of new Sub-Health Centres with support to existing health facilities to maintain access to basic and emergency healthcare in areas with limited health-service availability. Maternal and child health and nutrition were integrated into the response to reduce preventable illness, undernutrition and maternal and child mortality.
- Reached 16,443 direct beneficiaries and delivered 50,004 outpatient consultations in drought-affected and underserved districts of Badakhshan and Nuristan.
- Established 5 Sub-Health Centres, including 3 in Badakhshan and 2 in Nuristan, and strengthened 7 existing health facilities.

Health Emergency Response for Drought-Affected Communities in Kandahar
CompletedYHDO implemented a mobile emergency health response to reduce mortality and disability among drought-affected populations in five priority districts of Kandahar. Seven Mobile Health Teams were deployed to communities where access to regular health facilities was limited. The project addressed general health problems as well as water-related, airborne, dust-related and vector-borne diseases associated with drought, while maintaining referral links with higher-level health facilities.
- Reached 22,500 direct beneficiaries in Nesh, Shah Wali Kot, Maywand, Zheray and Khakrez through emergency mobile healthcare for host communities, IDPs, returnees and nomadic populations.
- Delivered 52,322 basic healthcare consultations through 7 Mobile Health Teams.

CompletedYHDO established and supported health facilities in underserved areas of Urozgan and Zabul to improve access to quality primary healthcare, trauma services, nutrition and psychosocial support. The intervention used fixed health facilities and a Mobile Health Team and delivered services in line with Afghanistan’s Basic Package of Health Services.

Emergency Support to Kabul Infectious Diseases Hospital
CompletedYHDO provided emergency operational support to the Infectious Diseases Hospital in Kabul to help the facility remain functional and continue providing lifesaving services during a period of severe pressure on Afghanistan’s health system. The intervention focused on ensuring that patients and hospital staff had essential food, non-food and winterization supplies required for continued hospital operation.

Children Empowerment and Recovery Programme – Residential Shelter for Boys
CompletedYHDO operated a specialized residential shelter in Kabul for boys under 18 who were survivors of, or at risk of, sexual abuse, violence and human trafficking. The programme aimed to provide immediate protection while improving psychological wellbeing, access to justice, self-reliance and safe family or community reintegration. The shelter used a comprehensive protection model combining safe accommodation with health, psychosocial, educational, vocational and legal assistance.
- Provided safe residential protection, food, clothing, hygiene, healthcare, psychosocial support, education, vocational training, legal assistance and reintegration services to boys affected by violence, sexual abuse and trafficking.

The programme established a scalable emergency child-protection model combining safe spaces, case management, MHPSS, family reintegration, community structures, EORE and referral.

Protection Services for Children Affected by Flooding
CompletedYHDO provided emergency child-protection assistance to girls and boys affected by flooding in Parwan, Kapisa, Panjshir and Wardak. The intervention responded to protection, psychosocial and immediate material needs created by displacement, loss of homes and family disruption. The programme included psychosocial support, emergency assistance, referral and awareness on child-protection and mine risks.

CompletedYHDO provided independent third-party monitoring of Women Protection Centres and Family Guidance Centres supported by UN Women. Monitoring teams visited facilities in six provinces to assess operations and service delivery and provide independent information on implementation. The assignment included regular field monitoring, structured feedback and periodic reporting to support programme quality and accountability.

Capacity Development of Civil Society Organizations
CompletedYHDO provided organizational capacity-development support to two Afghan civil society organizations working with populations affected by tuberculosis, HIV and drug use: the TB Patient Support Association and Bridge Hope Health Organization. The programme focused on strengthening both senior leadership and operational staff so that the organizations could improve internal systems, results-based management and their ability to design, manage and sustain programmes for vulnerable populations.

HIV Prevention among Most-at-Risk Men / MHRB Programme
CompletedYHDO implemented a series of targeted HIV-prevention programmes for men at increased risk of HIV and sexually transmitted infections. The programme used confidential and community-based approaches to provide HIV information, counselling and testing, STI services, condom promotion, referral and other prevention services. Over successive agreements, the intervention developed into a broader Male Health Centre model designed to reach populations facing stigma and barriers to mainstream health services.

Harm Reduction and HIV Prevention Services for Female Prisoners
CompletedYHDO implemented a specialized programme providing harm-reduction and HIV-prevention services for female prisoners in Kabul. The intervention addressed the particular health vulnerabilities of women in detention through HIV and STI prevention information, counselling, health education, risk-reduction support and referral to appropriate health and treatment services.

Comprehensive Emergency Health Response in Conflict – Kandahar and Kapisa
CompletedYHDO provided emergency healthcare to populations affected by conflict in Kandahar and Kapisa. The project focused on timely access to lifesaving health and trauma services, stabilization of injured patients, emergency treatment and referral, particularly in locations where insecurity and limited health infrastructure reduced access to routine health services.

The work complemented YHDO's broader child-protection and counter-trafficking experience through awareness, prevention, strengthening of referral and protection responses, engagement with vulnerable populations and capacity building of relevant actors. YHDO's protection past-performance record confirms GLO.ACT/UNODC engagement from 2022–2025.

Supporting Humanitarian Assistance and Protection in Afghanistan – SHAPE / SIIPS
CompletedYHDO participated in the FCDO-funded Supporting Humanitarian Assistance and Protection in Afghanistan (SHAPE) programme through the Solutions for Inclusive and Integrated Protection Services (SIIPS) consortium. The programme was designed to support displaced people and vulnerable host communities, particularly children, adolescents, women, persons with disabilities and people facing multiple protection risks, through inclusive health, rehabilitation, MHPSS, GBV and child-protection services. YHDO’s final report notes that contextual and approval challenges prevented the planned YHDO component from being fully rolled out and that it was subsequently closed.

Protecting Children on the Move
OngoingYHDO is implementing an integrated child-protection response for children returning through the Islam Qala border, particularly unaccompanied and separated children and other children facing protection risks. The programme follows children from border screening through transit-centre support, family tracing/reunification and follow-up, and combines case management, MHPSS, accommodation support, health services, EORE, referral and safeguarding. YHDO/UNICEF project material describes the service pathway as “Border → GTC → Reunification → Follow-up.”
