YHDO Governance
YHDOβs governance system establishes clear authority, oversight, management and accountability from the General Assembly to programme delivery and independent assurance functions.
Governance and Leadership
A clear decision-making and accountability structure
General Assembly
The General Assembly is YHDOβs highest decision-making body. It convenes a regular annual meeting and may hold an extraordinary meeting when urgent matters arise or when requested by two-thirds of the Board of Directors.
Board of Directors 5 members
The Board of Directors provides strategic and constitutional oversight. It ensures that appropriate procedures are in place, organizational responsibilities are fulfilled and an effective compliance programme is maintained.
Executive Board
The Executive Board leads organizational management and supports implementation of decisions approved through YHDOβs governance structure.
The Executive Director is a member of the Board of Directors and is appointed for a four-year term. The other four Executive Board members are YHDO employees appointed by the Executive Director and endorsed by the Board of Directors through an interview process.
Programme Support Department
The Programme Support Department manages programme implementation from YHDOβs Kabul main office under the direct supervision of the Executive Director and the oversight of the Executive Board and Board of Directors. Key organizational decisions are discussed and approved through the Executive Board under Board supervision.
4.1 Technical Department
Technical teams, led by programme and project managers, provide specialist direction for effective project implementation.
4.2 Operations Department
The Operations Department provides the systems, resources and controls required for effective and accountable programme delivery.
Independent Monitoring, Evaluation and Internal Audit
YHDO maintains independent Monitoring and Evaluation and Internal Audit units. These assurance functions report directly to the Executive Director, supporting organizational accountability, performance monitoring, risk management and continuous improvement.
